LIVONIA, MI – Livonia Police have arrested Frank Banks, 39-years-old, of Bolingbrook Illinois, on a felony warrant charging him with multiple counts of identity theft and illegal use of financial transaction devices.

On Thursday March 5th, 2020, a citizen filed a report with the Livonia Police Department that his vehicle had been broken into overnight and his credit cards were stolen. The credit cards were used at eight different store locations including two transactions in Livonia.

Investigators were able to determine that the victims credit card was used to buy multiple gift cards at the Walgreen’s located at Joy and Newburgh Rd. Video Surveillance from the store showed a suspect, later identified as Frank Banks, wearing a distinguishable red jacket with white sleeves and a patch on the shoulder completing the purchase.

On Wednesday March 11th, 2020, Livonia Police officers were dispatched to Walgreen’s on a report of a man who matched the description of Frank Banks and was wearing the same red and white jacket attempting to purchase more gift cards with another suspected stolen credit card.

Officers on scene contacted the owner of the credit card and determined that the victim did not know that his credit card was missing and must have been stolen from his vehicle overnight.

Frank Banks waived his arraignment on Friday March 13th, 2020, and bond was set in the amount of $250,000 10%. Banks next court appearance is scheduled for Thursday March 26th, 2020, at 9 a.m., for a Probable Cause Conference.
