MOUNT CLEMENS, MI – On May 24th, 2020, at approximately 5:10pm, Macomb County Sheriff’s deputies responded to the area or Hubbard and N. Highland Street for an attempted kidnapping.
Information was given that an adult male had grabbed a small child and had walked away with him. The male was followed and eventually released the child. A description of the male was given to deputies and he located near the area. The child was safe and uninjured.
Deputies met with the witness, a 19-year-old woman, who had been babysitting her neighbor’s children. The witness stated that she was outside with the children when a man approached them.
The man began flirting with her and was then squirting the children with water bottles. The witness advised the man to leave the children alone. The man left and returned with juice that he was attempting to give to one of the children. The witness took the juice and again told the man to leave the children alone. The man then grabbed the 6-year-old boy by the arm and began walking away with him.
The witness asked the man what he was doing and he stated that he was taking the child to get candy. The witness told the man no, and to let go of the boy, or she would call police. The man let go of the boy and continued walking. The child was uninjured. The witness contacted the children’s mother and made her aware of the incident.
Deputies were able to locate the man, 30-year-old Luzjaie Captain out of Detroit, in a parking lot on Groesbeck and N. Rose. Captain was located outside of a vehicle with the hood up.
Upon seeing deputies, Captain quickly shut the hood, hitting his head, and entered the vehicle. Captain locked the vehicle doors and would not respond to deputies commands. At one point, Captain appeared to be unconscious. Deputies forced entry into the vehicle and Captain quickly woke up. One of the deputies received a laceration to his arm in the process of making entry.
Captain was checked out medically and released. He was positively identified by the witness and refused to speak with deputies about the incident. Captain was placed under arrest for kidnapping and lodged at the Macomb County Jail.
Captain is the subject of a missing person report out of Detroit in December 2019. He was again reported missing on 5/24/20 according to a post on the Detroit Police Department’s Facebook page. According to the State of Michigan Department of Corrections website, Captain is currently on parole for Resisting and Obstructing and has a prior conviction of Criminal Sexual Conduct 4th Degree.

On May 26th, the Macomb County Prosecutor’s Office charged Captain with one count of Kidnapping – Child Enticement (felony) and one count of Police Officer – Assaulting/Resisting/Obstructing Causing Injury (felony). Captain is pending arraignment.
