DETROIT, MI – Zaire Barry Vaughn, 18-years-old and Dion Dushan Davis, 17-years-old, both of Detroit, have been charged in connection with causing the fatal car crash in a stolen Dodge Challenger that killed Jiwyna Harlan, 33-years-old, also of Detroit.
On the afternoon of Saturday August 1st, 2020, Detroit police officers were dispatched to the area of Chalmers Street and East Seven Mile Road in response to a stolen vehicle and robberies in the area. It is alleged that the police witnessed Dion Davis racing another car in the area with Zaire Vaughn as a passenger in the car.
Dion Davis went to a gas station in the 14400 block of East Seven Mile Road. When he exited the vehicle Detroit police officers approached him. It is alleged that at that time the front seat passenger, Zaire Vaughn moved into the driver’s seat, and drove out of the parking lot onto southbound Chalmers at a high rate of speed. It is also alleged that Zaire Vaughn continued to drive southbound on Chalmers at a high rate of speed and, when he approached Seymour Street, disregarded the red traffic light and struck the vehicle driven by Jiwyna Harlan who had three of her minor children in the vehicle.
Medics arrived on the scene and transported the victims and Zaire Vaughn to local hospitals for treatment. Jiwyna Harlan was pronounced deceased at the hospital. During the investigation by Detroit Police, they were able to locate a weapon in the stolen vehicle.
Zaire Vaughn has been charged with Murder – Second Degree, Reckless Driving Causing Death, Operating While License Suspended, Revoked or Denied Causing Death, Fleeing and Eluding – First Degree, Carrying a Concealed Weapon and four counts of Felony Firearm.
Dion Davis has been charged with Driving While License Suspended, Revoked or Denied and Drag Racing.
Zaire Vaughn was arraigned on August 4th, 2020 before 36th District Court Magistrate Malaik Ramsey-Heath. The Probable Cause Conference is scheduled for August 18, 2020 at 8:30 a.m.;the Preliminary Examination is scheduled for August 25, 2020 at 1:30 p.m. Both hearings are before Judge Kenneth King in 36th District Court. The defendant was remanded to jail.
Dion Davis was also arraigned on August 4th, 2020 before 36th District Court Magistrate Malaik Ramsey-Heath. A pre-trial is scheduled for August 25, 2020 at 8:30 a.m. before Judge Lynise Bryant in 36th District Court. The defendant received a $25,000 personal bond.
