DETROIT, MI - A Detroit woman has been legally charged after the fatal crash in which she was involved that killed a highway worker from Bay City and injured another.\r\nSamiya Speed, 22-years-old, of Detroit, has been charged in connection with a fatal highway crash that took the life of construction worker David Snell, 57-years-old, of Bay City.\r\nOn Thursday June 14th, 2018, at 1:45 a.m., on I-75 near Warren in Detroit, it is alleged that Samiya Speed was driving drunk in a construction zone causing a collision that killed Mr. Snell, and causing her car to rollover. A 2nd worker was also hit but his injuries were minor.\r\nShe was placed under arrest by Michigan State Police troopers at the scene.\r\nSamiya Speed has been charged with with Operating a Motor Vehicle Causing Death; Driving with License Suspended Causing Death; Moving Violation (Careless Driving) in a Work Zone Causing Death, and Operating While Intoxicated Second Offense.\r\nShe was expected to be arraigned after 11:00 a.m. today in 34th District Court in Romulus.\r\nDavid Snell had been employed by C.A. He was born on February 26, 1961 in Mt.Pleasant, MI to Joseph and Ernita (Orton) Snell. He loved his family and lived to take care of them. He was a proud employee of C.A. Hull and formerly employed by Gerace Construction and was a member of Local 324 and Local 1098.\r\nHe is survived by his wife Rachel (Bean) Snell, his children who he loved dearly: T.J., David and Krista (Nick) Sanchez and granddaughter Lila Grace, mother-in-law and father-in-law Duane and Georgia (Atha) Bean, brother Bill Snell and sisters Diane Lechleitner and Joanne Smith, brothers-in-law Duane (Anna) Bean, Barry Bean, Nicholas Bean, Jeremy (Kristie) Bean and several nieces and nephews. He was preceded in death by his parents and a brother Thomas Snell.\r\n\r\nMemorial service will be at 6:00 p.m. on Monday, June 18, 2018 at the Penzien-Steele Funeral Home, 608 N. Madison Ave. in Bay City. EJ Brown will officiate, with private burial at Elm Lawn Cemetery.
